Invitation for Bids (IFB)

 

INFORMATION SYSTEM FOR

DOCUMENTS MANAGEMENT AND ELECTRONIC ARCHIVES FOR THE ROMANIAN NATIONAL SECURITIES COMMISSION

1.    This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 597 of December 31, 2002

2.    The Romanian Ministry of Economy and Finance has received a loan from the International Bank for Reconstruction and Development toward the cost of the Private and Public Sector Institutional Building Project (PPIBL), and it intends to apply part of the proceeds of this loan to payments under a single stage contract resulting from this IFB:  Information System for Documents Management and Electronic Archives for the Romanian National Securities Commission”.

3.    The PPIBL Project Management Unit within the Ministry of Economy and Finance serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for supply and installation of the Information System for Management and Electronic Archives under a single stage contract to be signed with the Romanian National Securities Commission.

The Supplier shall provide the IT system (including the design of the system and the supply and installation of equipment and software applications) together with the related services for Information System for Documents Management and Electronic Archives, including:

·        1 server which will support the document management solution;

·        1 server which will support the storage of the documents

·        1 storage array used by one server to store all the electronic documents and metadescriptors;

·        1 professional multipurpose device (copier+scanner+printer+fax);

·        LAN implementation

·        System software and system management applications

·        Document Management Solution

·        System Management

·        System preparation, integration and tuning

·        Training for the Document Management Solution’s administrators and users

·        Technical Support

·        Warranty services

The Supplier must provide service on-site during the warranty period for hardware and software.

The contract shall be performed at the Romanian National Securities Commission premises (2, Foisorului St. Sector 3, Bucharest, Romania).

The period for supply, installation and achieving operational acceptance of the system is of six months from the effective date of the Contract.

4.    Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995, Revised January and August 1996, September 1997, and January 1999 edition and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

-     During the past three (3) years, the Bidder or Joint Venture must have completed at least two (2 ) successful contracts involving the development, installation, and provision of technical support for Information Systems of similar functional/technical characteristics and of a comparable scale. The Bidder must furnish documentary evidence in order to prove it meets the requirement.

-     The Bidder shall provide the manufacturer’s ISO 9001:2000 certificate(s) or equivalent certification for the equipment (hardware) and for training activity that makes the object of the bid.

-     Bidders must provide documentary evidence that they have provided IT equipment and related services for at least the last three years.

-       The Bidders will present evidence upon their or Sub-contractor previous experience in supporting IT systems of similar complexity and the capability to provide warranty services at the Project Sites (on-site) and to fulfill repair obligations (i.e. 48 h repair time) by providing details regarding name of the firm (Sub-Contractor) who will perform warranty services, years of experience, available resources, service staff qualification, facilities and services provided.

-     The Bidder must have the financial capability to assume the responsibility for the proposed contract as evidenced by an annual average turnover of not less than USD 1,500,000 or its equivalent over the last two (2) years. In case of a Joint Venture, the annual turnover of all partners should be added up to the requirement of USD1,500,000 with a minimum of USD 500,000 annual average turnover per partner over the last two years. In addition, the average annual Operating Profit of the candidate (individual company or JV/consortium altogether) must be positive for the last two years.The Bidder shall furnish, as part of its bid, such documentary evidence providing the annual average turnover and operating profit for the last two (2005, 2006) years of the Bidder or of all partners in the Joint Venture.

-     The Local Bidders shall have no outstanding taxes due to the Romanian authorities (state budget).

-     The Bidder must have at least 50 employee allocated over the last year to IT projects.

 

5.         Interested eligible bidders may obtain further information from the PPIBL Project Management Unit, Mr. Marian Musuroi, Procurement Officer, Phone: +40 21 3211395, e-mail: marian.musuroi@mfinante.ro and inspect the Bidding Documents at the address given below from 9:00 to 17:00 hours local time on all working days.

6.         A complete set of bidding documents in English may be purchased starting on July 16, 2007 by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 50 or equivalent in local currency (RON)  at the National Bank of Romania exchange rate valid on the date of payment, in the form of cashier’s check or a direct deposit/transfer in favor of the PPIBL Project Management Unit within the Ministry of Economy and Finance (Unitatea de Management a Proiectului PPIBL, Ministerul Finantelor Publice). Payments in RON shall be made in the account no. RO69TREZ7005005XXX000183, opened with the Directia de Trezorerie a Municipiului Bucuresti. Payments in US$ shall be made in account no. RO18BRDE450SV00894044500 opened with the Romanian Bank for Development–Groupe Societe Generale, Major Corporates Branch, 1-7 Ion Mihalache Blvd, Sector 1, Bucharest, Swift Code BRDEROBU. All the bank charges shall be borne by the bidder. To have the Bidding Documents sent by special courier, please add US$ 50 or equivalent in RON. Under no circumstances shall the PPIBL Project Management Unit within the Ministry of Economy and Finance be responsible for any late delivery or loss of the bidding documents so mailed. A pre-bid meeting which potential bidders may attend will be held on August 16, 2007.

7.         Bids must be delivered to the address below at or before 12:00 hours local time on August 27, 2007. All bids must be accompanied by a bid security of not less than US $ 5,000 (five thousand US dollars), in the form of a letter of Bank Guarantee. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 12:00 hours local time on August 27, 2007

8.         The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
